How Windows Server 2025 Standard core licensing works

Windows Server 2025 Standard is licensed under Microsoft's Core based with CAL model. The rules below are Microsoft's own, taken from the official Windows Server 2025 licensing guide, and they determine exactly how many 2 Core packs you need.

Core packs and minimum quantities

• Windows Server core licences are sold in packs of 2 and 16; this product is the 2 core pack.
• Every physical core in the server must be licensed, subject to a minimum of 8 core licences per physical processor and a minimum of 16 core licences per server.
• In practice that means at least eight 2 Core packs for any server, even a small single processor machine, and more for higher core counts.

Client Access Licences (CALs)

• Every user or device that accesses the licensed server requires a Windows Server CAL (Base CAL), available on a per user or per device basis.
• Advanced functionality requires an Additive CAL on top of the Base CAL, for example Remote Desktop Services (RDS).
• An External Connector licence is Microsoft's alternative for licensing external users.
• CAL version must be equal to or higher than the server version: Windows Server 2025 CALs permit access to 2025 and prior version servers.

Virtualisation rights (Standard edition)

• With all physical cores fully licensed, Standard edition is licensed for two operating system environments (OSEs) or two Windows Server containers with Hyper-V isolation, plus unlimited Windows Server containers without Hyper-V isolation.
• The physical OSE may additionally be used solely to host and manage the virtual OSEs.
• To run each additional two OSEs on the same server, the full core licence count is assigned to the server again (known as stacking). Pre-owned software does not include Software Assurance, so stacking physical core licences is the route to additional OSEs.

Downgrade rights and activation

• Previous version downgrade rights included: in place of the licensed edition you may deploy Windows Server Standard 2022 or earlier. All use rights remain governed by the licensed Windows Server 2025 Standard edition. Media for earlier versions can be provided.
• Activation method: MAK or KMS. Invoices, media downloads and product activation keys for your purchase are provided through our Secondary Software Licence Centre (SSLC) client portal.
• Licence type: Pre-owned Perpetual Volume. Valid for: unlimited period. Architecture: 64 bit.

Compliance: the legal basis for Pre-owned Windows Server 2025 licences

Our sitewide warranty applies to this product in full: all software licences purchased by Discount-Licensing have been first put into use within the European Union (EU) or United Kingdom (UK), and we will provide proof of ownership for every purchase and sale in accordance with the European Software Directive 2009/24/EC.

Secondary software licence sales are provided for within the European Software Directive 2009/24/EC, Article 4(2), which states that the first sale in the Community of a copy of a program by the right holder, or with his consent, exhausts the distribution right within the Community of that copy, with the exception of the right to control further rental of the program or a copy thereof. On 3 July 2012, the European Court of Justice ruled against Oracle in UsedSoft v Oracle (Case C-128/11), reaffirming secondary software resale in Europe: the "Principle of Exhaustion" also applies to intangible, digital software, which includes software within Volume Licence Agreements sold by vendors such as Microsoft. Under the ruling, Licence Agreements can legally be split down to individual licence (product SKU) level, but no further — and because Microsoft sells Windows Server core licences as 2 core pack SKUs, licences from a larger retired agreement can be resold at exactly this level.

• The software was first put to use in the UK or Europe (the original Country of Usage).
• The original Microsoft customer's unique Licence Agreement (LA) and product SKU numbers, identifying the company who first purchased the software and what was purchased.

• Ownership documentation leading back to the original Microsoft customer.
